2. Participation of the Ministry officials/State in the Initial Site Verification Exercise to the Project location Approximately N350, 000:00 -495,000:00 depending on the state/location of the project. This is paid into the Ministry’s TSA Account. This covers DTA and travel cost of the participating officers. For Delta it is 418,000:00
3. Scoping Workshop is convened to give stakeholders especially proposed projects host communities the opportunity to make input into the issue to be addressed in the EIA. Usually is a 1 day programme. The cost of the workshop varies depending on the location, Hotel used etc. the Ministry sends a participant to the workshop at indicative cost of around N190,000:00.

This is determined by project location from Abuja.

4. Participation of official in the Baseline data gathering The cost of the data gathering exercise depends on the agreement between the proponent and his consultant. The Ministry only sends an officer to witness the exercise. DTA/Travel cost of the staff is about N190,000:00.

5. Participation of official in the Laboratory analysis of sample collected The cost of the Laboratory Analysis also depends on the agreement between the proponent and his consultant. The Ministry only sends an officer to witness the exercise. DTA/Travel cost of the staff is about N190,000:00.

6. Submission of Draft Report: Draft Report are provided by the Consultant and submitted to the Ministry by the proponent. The numbers of copies would be indicated after project categorization. Usually 10 copies with 2 electronic copies
7. Display exercise in three National Dailies including 1 in the State hosting the project, Radio Announcement (1st and last 5 days of the Display,) Charges Depends on the State.
Review exercise is convened in a Hotel in the State where the project is located and the cost implication is as follows:

a.    Honourarium of Panelist, Travels of FMenv officials

b.   Accommodation and feeding of Panelist/FMEnv Officials

c.    Logistic Support and Security Coverage during Panel/FMEnv site visit

d.   Safety kits for panel/FMEnv official

e.    Meeting Venue

f.     Tea Break during Review

g.    Group Lunch  after review meeting

h.   Community Affairs

About 3.5 Million will cover the exercise depending on the hotel chosen.

EIA PROCESS IN BRIEF

Stage 1

Submission of the following:

a. Letter of intent to:

b. Filled Registration Form with attached evidence of payment….visit ead.gov.ng

c. Project summary Terms of Reference (TOR) containing the brief of the project, location of the project , project proponent, legislative frameworks, intended baseline to be studied etc about 10 – 15 pages

Stage 2

On submission of the above, the Ministry will conduct Initial Site Verification on the project location. The cost will be borne by the project owners covering the officers air travels, duty tour allowance usually about 350,000:00 to 500,000:00

The site visit report and the TOR submitted would be used to categorize the project into either Category 1 or 2 or 3

A letter from the Ministry would be written on the category and type and numbers of Baseline data you are to collect, for laboratory analysis thereafter submit draft Environmental Impact Assessment (EIA) report. The number will be stated in the latter to your company

For Category 1 – The draft report will be displayed in the LGA headquarters where the project is domiciled, the respective State commissioner of Environment office, the Federal Controller office in the affected State, The Fed Min of Env Library, Abuja all for 21 working days for public information, comments and opinion in 3 National Dailies, one of which must be from the State where the project is domiciled. Also for the Category 2. You bear the cost of News papers and Radio announcement

And at time, Category 3 projects could be displayed depending on the project

Location sensitivity

All draft report of the EIA study submitted to the Ministry shall be reviewed

Category one will involve experts, the FMEnv officials, the state commissioner of Environment, The LGA chairman  usually a period of 3 Day in a suitable  in this format Day one = Arrival, Day 2= Site visit and Day 3= Review meeting while day 4 is departure. You will bear the cost of the Hotels, 3nights and feeding of participants. Accommodation would be reserved by you in a standard Hotels, for about 14 rooms including 2 suits. Provision for 100 people for tea break and group lunch only on the day of review being public review. You will also pay for the hall that will accommodate about 100 people for the 1 day meeting.

Aside the financial implications you will be asked to pay to the Ministry designated operational account. Usually around 1.8 – 2.4Million Naira to cover Honorarium.travels etc.

For Category 2;  all is the same except the public will not be involved, a room that will take about 40 -50 people and tea break/ group lunch for the 50 people

Category 3 is in house technical review. There may be selection of one or two experts, also the regulators would be involved as the case may be. It is usually held in Abuja either in Hotel hall or in the Environment House conference room

After any of these above, the report will be written covering the proceeding for the Hon Minister approval or dis- approval

You will be asked to pay Final Assessed Charge which varies, but will be communicated to you by the Ministry.

You will also be asked to correct all inadequacies in the draft report to submit the Final EIA report along with the Final Assessed Charged

a.About 2M for big project . but being a small project , may be in-house…and the commissioner of env, LGA, and 1 expert be involved @ N800 – N1M

b.it depend on the nos, and the hotels (about 700k, but in this case..about N200k for 2nights as there may not be site visit if held in Abuja. And if it is EMP, you won’t pay anything

c. If Abuja, you don’t pay

d.Based on the nos of participant…about 10k per safety kit

e. It depend on the size involve…range of hall 50k to 200k

f. It depend on nos involve too, the hotels has fixed amount for tea break..lunch

If the project is a small one in terms of length of the pipeline, it may not require elaborate EIA. Although the will be all the preliminaries to the report submission. The review maybe technical in-house in Abuja so all the hotel bills may not come in. But I have no final say on this.

Or they may ask you to prepare an EMP.
