FEDERAL MINISTRY OF ENVIRONMENT

PUBLIC DISCLOSURE EXERCISE ON THE ENVIRONMENTAL AND SOCIAL MANAGEMENT PLAN (ESMP) FOR THE PROPOSED SOLAR-HYBRID PROJECTS ACROSS FOUR (4) FEDERAL INSTITUTIONS UNDER THE NIGERIA DISTRIBUTED ACCESS THROUGH RENEWABLE ENERGY SCALE-UP (DARES)  BY RURAL ELECTRIFICATION AGENCY (REA).

In accordance with the provisions of the Environmental Impact Assessment (EIA) Act CAP E12 LFN 2004, which makes it mandatory for proponents of all new major developmental activities to carry out EIA for their proposed projects, the Federal Ministry of Environment hereby announces twenty–one (21) working days public display for the draft EMP report submitted by Rural Electrification Agency (REA).

The proposed project will entail the construction, installation, and operation of a Solar Hybrid plant across Four Federal Institutions which include Federal University Kashere, Gombe State, Police Academy (POLAC) Wudil, Kano State, University of Ilorin, Kwara State and Federal University of Oye-Ekiti, Ekiti State. The project will involve activities undertaken during the various implementation phases of the project as follows;

  • Site clearing.
  • Civil, mechanical and electrical works.
  • Installation of PV panels and associated plant facilities.
  • Construction of training centre.
  • Installation of streetlights as well as underground armoured cable for power evacuation.
  • An upgrade of some of the existing power distribution infrastructure within the University will be carried out.
  • Testing and checking individual equipment /system, as well as the associated infrastructure to ensure they have been installed correctly and can be handed over for use.
  • Generation and distribution of electricity to different sections of the University campus.
  • Operation of the renewable energy training centre to support learning and capacity development in clean energy technologies.
  • Preventive and corrective maintenance aimed at maintaining optimal system performance throughout the plant’s lifespan.
  • Periodic cleaning of photovoltaic (PV) panels to maintain their efficiency.
  • Regular safety inspections and implement measures aimed at preventing accidents, injuries, and occupational health risks.
  • Wastes management.
