PUBLIC DISCLOSURE EXERCISE OF THE ENVIRONMENTAL AND SOCIAL MANAGEMENT FRAMEWORK (ESMF) REPORT FOR THE NIGERIA IMPROVED CHILD SURVIVAL PROGRAM FOR HUMAN CAPITAL (MPA) IN TWENTY-ONE STATES AND THE FEDERAL CAPITAL TERRITORY (FCT)

In accordance with the Environmental Impact Assessment (EIA) Act CAP E12 LFN 2004, which makes it mandatory for proponents of all new major development activities to carry out Environmental and Social Impact Assessment on their proposed projects, the Federal Ministry of Environment hereby announces a twenty-one (21) working days Public Notice for information and comments on the Draft ESMF report.

Project Description

The Federal Government of Nigeria (FGN) in collaboration with the World Bank is currently implementing the Nigeria Improved Child Survival Program for Human Capital (MPA). This program has been restructured to uptake the construction of the Lagos Cold and Dry Stores located in Lagos State which was initially scheduled under the Nigeria Polio Eradication Support Project – Additional Financing Three. The overall objective of the program is to reduce Final_ESMF_Improved Child Survival Program for Human Capital MPA_CI_EP 20210507under-five mortality rate (U5MR) in program areas, reduce the burden of malaria particularly among the poor and vulnerable population, reaping the benefits of routine vaccination, and improving neonatal health.

The project will also involve the expansion and construction of the Cold and Dry stores located within the complex of the Federal Medical Stores, Oshodi, Lagos State. Other civil works will include painting, re-roofing, and rehabilitation across all participating states. All these activities will pose both environmental & social impacts and risks. To address these concerns, the Environmental and Social Management Framework (ESMF) is being prepared.

The program will take place across 22 States – Abia, Bayelsa, Borno, Edo, Ekiti, Imo, Kogi, Lagos, Rivers, Adamawa, Bauchi, Benue, Ebonyi, Kaduna, Kano, Kogi, Kwara, Nasarawa, Oyo, Plateau, Sokoto, and the FCT.  Final_ESMF_Improved Child Survival Program for Human Capital MPA
